In the meantime, the embassy or consulate may issue an emergency travel document for you – either an emergency passport or a laissez-passer. If you lose your passport or identity card outside the Netherlands, you must immediately inform the local police to prevent anyone else using the document illegally. Reporting a lost passport and getting an emergency travel document The arrangement applies only on condition that the postal services are reliable and safe, and is entirely at your own risk and cost. However, you should agree this when you submit your application. In that case, the new passport or identity card may be sent to your address.
You should do this in person unless there are special reasons why you cannot reasonably be expected to do so, for instance because of the travel distance or because you have impaired mobility.
The embassy or consulate will let you know when you can come and collect your new passport or identity card. Consequently, processing your application may take several weeks.
